We offer tailored services to meet the needs of each client. Our approach is one of collaboration and co-creation.

  • We support engagement and facilitation for organizations and projects related to a large range of topics including project or policy creation, project design inputs/feedback, and more. We also support procedural aspects of the Duty to Consult and Accommodate, and project specific engagement with Indigenous peoples, organizations and communities.

  • We support preparation and execution of IPP/IEPP plans and their execution. We have extensive experience in working in this area and are familiar with both the challenges and opportunities these presents.

  • We support preparation of RAPs and their execution, as well as other reconciliation support.  Our experience includes working for not-for-profits, industry organizations and consulting firms with staff and volunteers ranging from several individuals to thousands.  As RAPs are not one size fits all, we work closely with our clients to co-create a plan with insights from Indigenous peoples.  

  • We support gathering information to inform project specific or territory wide Indigenous Knowledge Studies or Traditional Land use and Occupancy Studies.  We have undertaken work using several different approaches for working with Elders, Knowledge Holders, Tallyman, Family Heads, Land Users and Youth that can be refined to meet needs for specific communities and projects.

  • We support preparation of planning policy, strategic plans, land development applications, and navigation of regulatory processes.  This includes support for environmental assessments and environmental studies.

    • Project Management – provide project specific and program supports.

    • Policies, Processes and Procurement – review and/or create organizational policies and processes with a focus on streamlining, reducing barriers and advancing reconciliation.

    • Funding Application Support – identify funding opportunities, prepare applications, and monitor and report for funding received.

    • Review of Environmental Assessments and Planning documents – review Environmental Assessments, Planning Policy, and development applications with First Nations to support their informed participation in engagement and consultation on projects.

    • Trainer/speaker/host – Prepare and deliver training or be a speaker on various topics with a focus on supporting reconciliation. 

Project Highlights

Swan Planning works with First Nations, Indigenous organizations, municipalities, and consulting teams to support meaningful Indigenous engagement, strategic planning, facilitation, research, and policy development. Our 2025–2026 projects reflect our work across a range of community, municipal, regional, and national initiatives.

Anishinabek Nation – Strategic Planning, Facilitation & Research

Swan Planning has supported the Anishinabek Nation through a series of initiatives focused on Bill 5, Bills 5 and C5, and the Anishinabek Nation Energy Strategy. Our work has included facilitating an ANEDO2025 session, gathering and analyzing input from member Nations, and developing strategic recommendations related to policies, procedures, training, templates, and other supports. In 2026, we also supported a report summarizing input from three community sessions on Bills 5 and C5. Swan Planning is currently supporting the Anishinabek Nation with a survey and engagement session at ANEDO2026 to help identify support needs related to the Anishinabek Nation Energy Strategy.

Assembly of First Nations – National Forum on Income Assistance

Swan Planning facilitated the Assembly of First Nations National Forum on Income Assistance, held February 3–5, 2026, in Richmond, British Columbia. The forum brought participants together to share perspectives, explore key issues, and identify priorities related to income assistance for First Nations communities.

Indigenous Community Planning Collective – Indigenous Community Planners Association

Swan Planning and Spirit Rock Consulting supported the Indigenous Community Planning Collective (ICPC) in exploring the creation of an Indigenous-led Community Planners Association. The project included research, surveys, interviews, workshops, case studies, and an examination of organizational, governance, legal, partnership, and funding considerations. The Phase 1 report provides a foundation for considering the feasibility and potential next steps for establishing an Indigenous Community Planners Association.

Durham Local Area Municipal Guide for Consulting and Engaging with Williams Treaties First Nations Swan Planning, with Owl Vision Strategies and Take Consulting, is working with the Town of Whitby to develop a Guide for the eight local area municipalities in Durham Region for engaging and consulting with the seven Williams Treaties First Nations. The Guide will provide municipal staff with a practical and flexible resource to support respectful, consistent, and effective engagement and consultation with First Nations.

City of Toronto – GS5 Public Realm Design

Swan Planning supported GFT, DTAH, and the City of Toronto in developing and delivering an Indigenous engagement program for the Gardiner Expressway Section 5 (GS5) Project. Engagement includes the Williams Treaties Nations, the Mississaugas of the Credit First Nation, and Six Nations of the Grand River, as well as Indigenous organizations, focused on incorporating Indigenous perspectives into the design of open space and public realm areas.

City of Burlington – Community Trails Master Plan

Swan Planning supported Take Consulting, LURA, and the City of Burlington in developing and delivering an Indigenous engagement program for the Community Trails Master Plan Update. The work brought Indigenous perspectives into planning for current and future trails and included engagement with the Mayor’s Indigenous Advisory Circle, the Mississaugas of the Credit First Nation, Six Nations of the Grand River, and Indigenous organizations.

City of Mississauga – Downtown Mobility Hub & Transitway Connection

Swan Planning supported GFT, ARUP, and the City of Mississauga in developing and delivering an Indigenous consultation program for the Downtown Mobility Hub and Transitway Connection Environmental Assessment. The consultation includes the Mississaugas of the Credit First Nation, Six Nations of the Grand River, and the Haudenosaunee Confederacy Council of Chiefs to gather perspectives and information to help inform the project.

Niagara Region – 2051 Transportation Master Plan

Swan Planning supported LURA, WSP, and Niagara Region in developing and delivering an Indigenous consultation program for the Region’s 2051 Transportation Master Plan. The work included engagement with the Mississaugas of the Credit First Nation, Six Nations of the Grand River, and the Haudenosaunee Confederacy Council of Chiefs to bring Indigenous perspectives into long-term transportation planning.
